Former king starts attending office

Kathmandu, 18 June: Former King Gyanendra for the first time started attending office at Nagarjung from Tuesday, Ishwar Raj Dhakal reports in Nepal Samacharpatra.
He held discussions with retired secretary Sharada Prasad Pradhan.
They discussed the current situation and the work of a former king.
Retired palace official Sambhu Adhikari has been attached to the office of former Queen Mother Ratna.Nearly 100 of 344 officials of the palace Monday took membership of a union of officials affiliated with Maoists.
Army personnel in civilian dress are still attached to the former king.

The meeting of CA adjourned

Kathmandu, 18 June: The third meeting of the CA was adjourned again for the third time Wednesday without fixing a date for another meeting.
Differences between the CPN (Maoist), Congress and CPN-UML have stalled substantive discussions.
A meeting of the three parties was also adjourned without discussions Wednesday.
Maoists had threatened to retreat from government if the resignation of Prime Minister Girija Prasad Koirala wasn’t forthcoming to pave he way for the formation of a government led by Maoists.
Before the assembly adjourned, speakers asked why 26 members hadn’t been appointed to the assembly to far.
The only work of the CA has been to declare a republic on 28 May.

UK active in army integration

Kathmandu, 18 June: The British government, lobbying for army integration, is active behind the scene, Janaastha reports.
A team of British experts came from London one week ago discussed integration with leaders of big parties.
Team leader Stephen Logan and John Parr held separate discussions with Maoist commanders.
Reduction of army strength was discussed.
Nepal presented a 146 security package on which only one round of discussion was held.
DFID sponsored the meeting.

No threatened resignation from government by Maoists

Kathmandu, 17 June: Maoists withheld a threatened resignation of seven ministers from government Tuesday.
The collective resignations with Chairman Prachanda wasn’t delivered to Prime Minister Girija Prasad Koirala whose resignation has been demanded by Maoists to pave the way for a government led by them.
India has supported such a government drawing the ire of Congress of Prime Minister Girija Prasad Koirala.
CPN (Maoist), Congress and CPN-UML couldn’t reach a package agreement to break a political deadlock Tuesday.
Maoists now said they will resign if an agreement isn’t reached Wednesday before the CA meets.
Maoist party headquarters meeting decided to quit government Tuesday.
Congress also didn’t budge from its stand Maoists must meet seven demands for a breakthrough, including demobilization of YCL.
After welcoming and inviting Indian involvement from 2005 to topple King Gyanendra and his dynasty, Nepali Congress Monday condemned demand by the Congress (I) and CPI(M) for formation of a Maoist-led government accusing Koirala of being a hindrance.
The statement has been condemned because it favours the Maoists.
“Such statements that appeared in newspapers in the name of CPM leader Sitaram Yechury, NCP leader D P Tripathi and CPI leader D Raja are interference in Nepal’s sovereignty, national unity and independence.
“We request the leaders to be sensitive toward another independent country’s internal affairs and respect the Nepali people’s right to decide who should form a government, and how, under the interim constitution,” the Department said.
The three Indian leaders asked for Indian government intervention to replace the Koirala government.

Former King has helped enforcement of republic: Girija

Kathmandu, 16: Prime Minister Girija Prasad Koirala said ousted former King Gyanendra has contributed to the establishment of a republic during officials celebrations to welcome a republic Sunday.
The CA, in a controversial decision without debate, declared a republic 28 May by toppling the 238-year-old Shah dynasty.
Koirala said hoisted the national flag at Narayanhiti Royal Palace vacated four days earlier by the last king of a dynasty founded by King Prithvi Narayan Shah by unifying modern Nepal.
“ The king has vacated the king understanding the feeling and desire of the people. This is his help for declaring a republic,” Koirala said.
Gyanendra gracefully, amid tears and jeers, exited the palace at a time when, he said, the country was ‘going through period of very serious and sensitive upheaval’.
The only person to become king two times in the world, once as an infant, sent the message to listeners and viewers at home and abroad; the historic and rowdy news conference in which questions weren’t entertained, was boycotted by state-controlled and owned Nepal Television and Nepal Radio that denied people their fundamental right to information.
Amid calm and composure despite abuses and attacks by ‘reporters’ who gate-crashed Narayanhiti, the last king of the Shah dynasty assured: “ I pledge to be completely dedicated to the independence and territorial integrity of the nation of Nepal which was formed and has remained independent and sovereign because of blood, sweat and sacrifice of the great ancestors of us Nepalese, wherever and whatever circumstances I maybe in,” the departing king said in obvious praise of his ancestors.
Gyanendra bid farewell from the Kaski Hall where he swore-in Koirala more than three years ago as government chief reportedly with an understanding with agitating parties and even the Indian government to give continuity to constitutional monarchy.
There was no mention of that secret accord.
“I would like to live in my own Motherland and contribute in whatever way possible for greater good of the country and peace of this land,” amid unconfirmed reports he had been offered asylum in India—an offer that was never even seriously considered.
The year 2007 would not be repeated when a 104-Rana dynasty fell as King Tribhuvan went in to exile.
The last king used the 15-minute chaotic address to tell the country and world he and his family were innocent of charges and suspicions of involvement in the 1 June 2001 Narayanhiti Riyal Palace massacre in which 10 members of the royal family, including the entire family of King Birendra were gunned down by Crown Prince Dipendra.
“When all Nepalese people and the royal Family were overwhelmed with grief, at that time, to level accusations and blame in this way seems to be a strategy to damage the goodwill of the Nepalese people towards the institution of Monarchy and to spread ill will, which was also not compatible with human suffering.”
But the hatred and damage created were irreparable.
Dr Baburam Bhattarai attempted to open wounds by saying an inquiry in to the unparralled massacre could be re-launched.
What needs investigation is why the effective government of the day led by Prime Minister Girija Prasad Koirala didn’t stop the flight of Debyani Rana, one of two girlfriends of Dipendra, for an effective probe of the massacre.
The departing king implicitly supported the finding of the Taranath Ranabhatt Commission that concluded Dipendra engineered the massacre.
As a citizen, Gyanendra for the first time frankly defended himself and his actions; he never regretted the imposition direct rule on 1 February 2005.
He only said: “…I would like to express my sorrow, if anybody has been inadvertently hurt by actions of my own or of the members of my family while working as head of State of the welfare of Nepal and Nepalese.”

Indian ambassador Sood meets former king

Kathmandu, 16 June: The meeting between former King Gyanendra and Indian Ambassador Rakesh Sood at the regal suite of Soaltee Hotel 26 May is significant, Janabhavana reports.
One source said Sood offered the king many ‘reliable’ enticements.
He conveyed to the king India’s policy to push a republic in Nepal two days later 28 May.
Sood assured the King he would work to make available all of Narayanhiti is desired and proposed unconditional exile in India.
The king didn’t take much interest.
There no contacts later.
The palace okayed the meeting after weeks on persistent requests.

Passenger bus bombed



Kathmandu, 16 June: Violence continues unabated in the tarai after the 10 April inconclusive CA election in which no party gained an absolute majority in the 601-member assembly.
At least 18 persons were injured overnight when a rebel group bombed a passenger bus in Saptari.
The motor vehicle, defying a strike , proceeding to the capital from Dharan.
Madeshi Virus Killers called he strike.
One day earlier, two persons were killed and18 others were injured in a bombing attack by Tarai Tigers in Rautahat.
Two persons were injured when a parked bus was torched in Chandranighapur, Rautahat, Monday evening.

Dalai Lama and “Tibetan Government-in-Exile” behind Tibetan protests in the capital

Kathmandu, 16 June: Chinese Ambassador to Nepal Zheng Xianglin Monday directly accused said Dalai Lama and the Tibetan Government-in-Exile” based in India for the unprecedented daily protests of Tibetan refugees in Nepal.
Such continued daily protests have never been conducted by 17,000 plus refugees who have been given asylum in Nepal.
The protests coincided with the worldwide relay of the Olympic torch to Beijing from Greece three months ago but continues in Nepal.
“Dalai Lama and the so-called ‘Tibetan Government-in-Exile” are behind the protests. Now, one leader dispatched by the “Tibetan Government-in –Exile” is in Kathmandu, holding secret meetings with the ring leaders of some organizations for ‘Tibet Independence’ including ‘Tibetan Youth Congress’, and plotting various anti-China political activities,” Zheng told The Rising Nepal.
China has sought Nepalese government protection for its nationals and embassy.

International organization accused for human trafficking

Kathmandu, 3 July: Bhutanese refugees with links to Bhutanese Maoists have started protests at seven refugee camps in east Nepal against the resettlement of displaced persons in the USA, New Zealand and some EU member states.
They demanded instead repatriation to Bhutanese from where 108,000 refugees were forcibly expelled nearly 17 years ago as India and the rest of the world tolerated what has been described by critics as a deliberate policy of ethnic cleansing by the Bhutanese regime against Hindus of Nepalese ethnicity.
Indian government officials helped transport the refugees from land-locked Bhutan across its territory in West Bengal to UNHCR-administered camps in Jhapa and Morang.
Protestors charged the international organization helping the USA to transport the refugees to the West for involvement in human trafficking.
A statement issued by refugees asked Nepal government to immediately stop the resettlement scheme even pushed by the UN.
The organization helping the USA is transporting the refugees to the West is working under heavy government security after repeated attacks.

Monarchy victim of foreign, extreme communist conspiracies: RPP-Nepal

We’re compelled to vote against a government proposal for a republic by maintaining a different stance.
At a time when there’s no habit of listening to the inner conscience and with a robot culture directed by remote prevailing, we know our voice will just be a cry in the wilderness. But we speak because have a responsibility towards the nation and people.
We’re moving and acting hastily to unceremoniously and disgracefully abolish and end an institution that has made innumerable contributions for the country’s development and progress. We’re dismantling Nepal’s religious, cultural and social foundations.
We’re dismantling the very national parameters established by agitating forces of Janaandolan Two in April 2006 as national and Nepal’s symbols of unity.
Today, where is the Magna Carta declared by the reinstated parliament—a document that curtailed the sweeping powers of the King after the 2006 movement? The reinstated parliament decided to extend monarchy. Why have the drafters of that historic document changed their colours today? What crime did the institution of monarchy commit after the proclamation of that document? Where is the need today to smash and destroy a historic institution and tradition?
The decision to declare a republic is constitutionally flawed.
Its common knowledge the 11 Baishak 2063 royal proclamation followed an understanding with agitating political parties after the successful Janaandolan Two. It’s unfortunate the parties to the change aren’t honest to that understanding. Is Nepal really a cursed nation? Nepali people today are silent spectators.
In the name and pretext of implementing a republic, how has a situation been created for the CA to take a serious decision to obliterate a nation’s history and traditions dating back to hundreds of years? The Nepali people need answers to these questions. Nepali people today have been compelled to become silent and helpless watchers in the stage-managed dramatic show.
Probably we wanted this. We’re not accusing anybody; but unfolding events speak for themselves; Nepal’s monarchy is becoming a victim of foreign power and extreme communist conspiracies.
For the nominated legislature parliament that has been dissolved from today, to amend the interim constitution and direct the sovereign elected constituent assembly that wasn’t even born then to implement a republic in its first meeting is constitutionally flawed.
Because the CA is a sovereign body, the flawed directive shouldn’t be binding. Only the Nepali people are the final arbiters of monarchy. RPP Nepal believes the future of monarchy should be decided by a referendum.
Let’s suspend for now the implementation of a republic considering the seriousness and gravity of the subject; let’s first complete the work of drafting a constitution.
The proposal of Nepal Government to declare republic should be withdrawn. If that’s not possible, let a decision be taken for a direct decision of the people to decide the future of monarchy through a referendum. If that’s also not possible, let the status quo on monarchy remain until the work of drafting a constitution is completed.

Nepal’s political stalemate continues

Kathmandu, 4 June: Congress, CPN-UML and CPN (Maoist) couldn’t reach an agreement Wednesday on the powers and privileges of a president and post-election government almost two months after the 10 April CA election.
Two rounds of talks Wednesday were inconclusive with agreement only to continue discussions at an unspecified date after the CA convenes Thursday at 11 in the morning after a week-long recess.
The first meeting declared a republic outing a 238-year monarchy established by King Prithvi Narayan Shah the Great along with the founding of modern Nepal.
Differences persisted on powers and privileges of a president promoted by Congress and CPN-UML who are reluctant to share it Maoists who are also demanding the prime minister post like Girija Prasad Koirala.
There was also no agreement on a post-election government, constitution amendment and appointment of 26 members to the CA.
The declaration of a republic without appointing 26 assembly members has been challenged at the Supreme Court calling the proclamation illegal.
Nepal’s political stalemate continued with the collapse of the eight-party alliance India helped assemble in New Delhi in 2006 finally triggering the fall of the Shah ruling dynasty.
India intervened directly in Nepalese affairs with the tacit consent, cooperation and collusion of India in unprecedented foreign interference never experienced.
Nepal’s monarchy fell to Indian designs after Sikkim was gobbled; Pakistan bifurcated with the creation of Bangladesh and ethnic divide between Tamils and Shinalese fueled.
India had already sent troops to prop the present regime in Maldives and Bhutan remains firmly under New Delhi’s effective control.
GYANENDRA
King Gyanendra was ousted with the declaration ending the Shah dynasty.
He reluctantly became king in 1 June 2001 when the entire family of King Birendra was killed in a royal palace massacre by son crown Crown Prince Dipendra who also killed himself.
For the first time in world history, Gyanendra was crowned king after the assassination of King Birendra by his son.
Gyanendra was crowned king by de facto Rana rulers who were ousted by a revolution in 1950.
Gyanendra sat of the serpent throne even before his father King Mahendra and eldest brother Birendra after they fled to India along with King Tribhuvan triggering the end of 104-year-old Rana rule.
The cabinet meeting Wednesday allotted ‘for the present’ the Nagarjung summer palace to the former king on request, a top government official said.
The former king is expected to move out of Narayanahiti royal palace to Nagarjung within two weeks.
Government has decided to convert Narayanahiti into a museum.

BJP opposes Maoist govt. in Nepal

Kathmandu, 4 June: At a time when the Indian government has publicly pushed a Moist-led post-election government, main opposition BJP has opposed the CPN (Maoist) which emerged as the largest party in Nepal after the 10 April CA election.
“Have Maoists abandoned violence? There’s no basis for supporting until they renounce violence. But we’ll hold extensive discussions on our perceptions on Maoists soon. Maoist perception of democracy must first be clear.
“If they improve their thoughts and actions in coming days,, it [change in BJP perception]
can be considered,” Rajnath Singh party chairman told Ghatana ra Bichar Wednesday.
The party is waiting for snap elections sometime in 2008 to early 2009 to topple the Congress (I) coalition in New Delhi.
The party first opposed anti-monarchy stance of the India government in India but later withdrew support for beleaguered King Gyanendra—a Hindu monarch in late 2007.
Singh cancelled a scheduled Nepal visit early this year as Manmohan Singh government built up an international coalition against the rule to include USA and UK.
The BJP repeatedly supported a Hindu monarchy in Nepal until late 2007.
“It’s not BJP’s concern whether monarchy remains or not in Nepal. We’re not concerned with the end of monarchy in Nepal,’ Singh said.

1,800 adoptions by foreigners

Kathmandu, 5 June: Altogether 1, 798 orphans and abandoned children have been adopted by foreigners from 17 countries in the last seven years, Central Child Welfare Board said.
Of them, 780 are boys and 1,020 girls.
Spain has adopted the most children.

Another Maoist ultimatum for Girija

Kathmandu, 5 June: Dr Baburam Bhattarai Thursday gave Prime Minister Girija Prasad Koirala another ultimatum to resign by 10 July threatening to launch street protests of he doesn’t make way for a Maoist-led government by then.
“The Congress seven-point demand for a resolution is just their obstacle for a resolution. They aren’t ready to accept a people’s mandate.
“We are against an amendment of the constitution. Congress and CPN-UML are attempting to change goalposts in the middle of a play,” Bhattarai said.
The two parties are pushing amendments to replace a constitutional provision to appoint and oust a government through simple majority after Maoists emerged as the largest party in the CA.
A scheduled meeting of CA at 11 in the morning Thursday being adjourned with agreement of the three parties to find a n outlet to the current deadlock.
Nepal doesn’t have a post-election government even two months after election.
An agenda for the meeting hasn’t been prepared with the political impasse.

Maoists suggest neutral non-political ceremonial president

Kathmandu, 5 June: To keep the office of the controversial ‘ceremonial’ president mainly away from aspiring Prime Minister Girija Prasad Koirala, Maoists Thursday said a non-controversial and non-political person of national repute should be appointed head of state.
Maoists, after a marathon five-hour meeting of party headquarter, Thursday withdrew their claims for the presidency and prime minister.
A person from a political party cannot be ‘ceremonial’ and the president should not be affiliated to any political party, the party decided.
“No party can claim the ceremonial presidency,” senior leader CP Gajural said after the Maoist meeting.
The Maoist move puts mainly the Congress and CPN-UML in an embarrassing position.
A president should be a neutral person, the party said.
But as the largest party in the CA, Maoists continued to stake their claim to head a coalition government with ‘important’ ministries how controlled by Congress such as home and defence to gain control of Nepal Army and police.
Interfering in Nepal’s internal affairs like a colonial power, India has said the government should be headed by Maoists.
A brief meeting of the CA Thursday formed a 44-member works system management committee.
The assembly met for the fist time in eight days after hastily declaring a republic 28 May.
But it couldn’t hold substantive discussions and adjourned until 11 June to provide the three leading parties to come to an understanding to break a deadlock.

Security for former king and other family members

Kathmandu, 5 June: Former King Gyanendra and other immediate members of the then royal family will get security from government despite opposition from some communist quarters.
A 14-page report prepared by Home Secretary Mod Raj Dotel prepared the suggestions later submitted to Home Minister Krishna Prasad Shitaula who said he was sympathetic to a request from the ousted king.
A 75-member security arrangement of 50 Armed Police Force personnel and 25-member Nepal Army contingent will be deployed for Gyanendra, according to the Dotel suggestion.
Security has also been recommended for former Crown Prince Paras and former Queen Mother Ratna.
Paras resides at Nirmal Biwas; the former king asked government to provide Mahendra Manzil inside Narayanhiti to the former queen mother.
The government hasn’t decide don accommodation for the then queen mother although it decided to provide living quarters for the then king at Nagarjung.

EBL reports Rs 299.40 million profit

Kathmandu, 6 June: Everest Bank Ltd (EBL) recorded a Rs 299.40 million net profit in the first nine months of the fiscal year 2007.08—an increase of 52 percent compared to the same period the previous year, the bank said.
The bank opened an outlet in Bhaktapur Friday.

Oldest man atop Everest regrets no formal education

Kathmandu, 6 June: Min Bahadur Serchand ,the oldest man to scale the 8848 meters high Mount Everest, his greatest regret in life is a lack of formal education.
“I couldn’t go to school. The biggest regret is I never had formal education,” a veteran Gurkha of the British Army said.
The Myagdhi resident established a world record by stepping atop Everest at 76 years, 11 months and five days on 25 May 2008.
“I didn’t go to Everest with the hope of getting into the Guinness Book of World records,” he told Annapurna Post. “I climbed Everest for spiritual salvation.”
He hopes to open a research center for Nepal studies.
“I plan to open home for the old and a research center. I Plan to build a place for anybody in the world desirous of coming to Nepal for research on Nepal,’ Serchan said as he recuperates at a hospital following his record-shattering climb.
He improved a record of a 71-year-old Japanese.
“Nobody should be dispirited with progressing age,” he said and even a 10-year-old shouldn’t be prevented from climbing Everest.
‘At first my family were against my plans to climb the mountain. I went to Everest only after a written family agreement,” he revealed.
Serchan was always prodded with a spirit of adventure.
At the ripe old age of 72, he completed a Kathmandu-Pokhara trek in four days and even walked from Mechi to Mahakali;
Serchan also walked from Nepal’s northern border with Tibet to the southern tip of India for peace.
He served in the British Army from 1948 to 1953.
“I have been inspired to work for world peace by stepping atop Everest,” Serchan said who was assisted by Pemba Dorji Sherpa who has gained internal fame for his speed climbing ascent of assisted Everest.

Forum demands either president or prime minister

Kathmandu, 7 June: MJF Chairman Chairman Upendra Yadav Saturday demanded either the presidency or post of prime minister for a Madeshi as effort to end a political deadlock continues to find an outlet before Wednesday when the CA is scheduled to meet.
Maoists and MJF also rejected the post of president for ailing Prime Minister Girija Prasad Koirala who suffered a relapse and had to be administered Friday antibiotics for long ailment.

Rejecting Maoist suggestion that a person from civil society should be appointed president, Congress leader Dr Yam Baran Yadav said ‘civil society was directed by unforeseen forces’.
Home Minister Krishna Prasad Shitaula proposed to Prachanda Koirala should be appointed president.
Meanwhile, Prachanda said CPN-UML will again demonstrate ‘maximum flexibility’ for appointment of a prime minister by amending the constitution to elect the government chief by simple majority.
"But there should be an agreement on a common minimum programme," Prachanda said.

Forum candidates give up seats in Morang
Kathmandu, 7 June: Forum Chairman Upendra Yadav and senior leader
Bijaya Kumar Gachedhar resigned their CA seats from Morang while retaining their constituencies from Sunsari.
Sher Bahadur Deuba, Prachanda and Deb Gurung retained their constituencies form Dandeldhura, Kathmandu and Manang.
By-elections should be held before or immediately after Dasain, election officials said adding the vote can’t be held during the monsoon that’s breaking.
Five candidates were elected from two constituencies and one seat had to be given up by 7 June.

First Bhutanese Maoist killed inside Bhutan

Kathmandu, 7 June: The Bhutanese Maoist killed in an encounter with security forces inside Bhutan has been declared the first martyr, Bikalpa group of the Bhutanese Communist party (Maoist) said in a statement Friday.
Central member Chyatiz died of injuries in custody after being injured in the first encounter at Phuncholing.
Another central member Khundu was injured in an encounter at Samchi and is undergoing treatment under watch of security forces, the party said.
The encounters erupted after simultaneous bombings.
Meanwhile governments of Australia, Canada, Denmark, the Netherlands, New Zealand, Norway and the United States, as members of the Core Working Group on Bhutanese Refugees in Nepal, noted deep concern on attacks and escalating threats against Bhutanese refugees seeking third country resettlement and the humanitarian workers who assist them, their official announcement said.
"…attacks against refugees and humanitarian staff endanger continued provision of aid to refugees in Nepal. Attacks by groups opposed to third-country resettlement reveal their fundamental disregard for the welfare of the people whose cause they claim to promote,” their statementissued in the capital said..
They asked Nepal to bring to punish perpetrators.
"We recognize that resettlement to another country is not the first choice of most refugees, whose strongest desire is to go home. Third country resettlement should not bar refugees from returning to Bhutan in the future. Members of the Core Group continue to urge the Government of Bhutan to accept the repatriation of its citizens. Violence does not facilitate these efforts.
"The Core Group commends the courage of humanitarian workers who assist refugees despite threats of violence. We also greatly appreciate the daily efforts of district officials and police to protect refugees and humanitarian workers. We are committed to working with the Government of Nepal, the Royal Government of Bhutan, and the United Nations High Commissioner for Refugees towards a comprehensive and sustainable solution for this refugee population that best meets the individual needs of the refugees," the statement said.
Refugees and Bhutanese Maoists have said the resettlement in core group countries help the ethnic cleansing policy of the Bhutanese regime and efforts to persuade Bhutan to take back refugees are not backed by strong and effective actions.

Former king requests 151 officials

Kathmandu, 8 June: Before vacating Narayanhiti, former King Gyanendra has asked government for 151 officials to run his office and household, Ishwar Raj Dhakal reports in Nepal Samacharpatra.
The request was made through senior palace officials.
Sources said government expressed inability to provide officials.
Sources said the former king is preparing to hire half a dozen senior officials and 18 lower staff.
Sources said Sharada Prasad Pradhan, on lifelong palace service, Chief Secretary Pashupati Bhakta Maharjan, Office Secretary Madhusudan Timilshina, Chief Priest Shekhar Pandit and Personal Secretary Sagar Timilshina’s services will be continued.
Other staff will be selected from retired officials.
The former king Friday ordered officials to fix new auspicious date for leaving the palace as former Queen Mother Ratna and Princess Sharala hesitated to leave Narayanhiti.
Four astrologers are determining a date to leave the palace.

New adoption rules

Kathmandu, 8 June: Government has amended existing adoption rules making adoption possible only through agencies approved by government, Shbekshya Bindu reports in Nepal Samacharpatra.
Nepali children can now be adopted by foreigners on recommendation of foreign agencies, embassies and governments.
Changes have been incorporated to keep track of adoptions.
The new regulation has been gazetted.
Nepali children can be adopted only through government recognized child welfare centers, orphanages or children’s homes.
Government will soon start enlisting foreign and local agencies.
Foreign couples wishing to adopt should have been married for at least four years.

Govt. changes stand; lets members of former royal family stay Narayanhiti

Kathmandu, 8 June: Cabinet Sunday changed its former stand and decided to to let members of the former royal family, including then King Gyanendra and former Queen Mother Ratna, continue to stay at Narayanhiti Royal Palace.
It was not known how long they would be permitted to stay there.
Health Minister Giriraj Mani Pokhrel of Janamorcha Nepal made the announcement and said he penned a note of dissent.
Pokhrel represents Janamorcha Nepal in the cabinet.
Three major parties Congress, Maoists and CPN-UML have supported the previous government decision opposed only by some splinter communist groups
The government earlier asked members of the former royal palace to vacate Narayanhiti in another five days.
Reports said former King’s mother refused to move out of Mahendra Manzil where she resided with her husband, late King Mahendra prompting Gyanera to ask the government, through palace officials, to let his mother continue to reside in the bungalow inside Narayanahiti.

Attempt at breaking a deadlock

Kathmandu, 8 June: Some headway was recorded in an attempt was break a political deadlock Sunday.
Congress, Maoists and CPN-UML formed a task force of six members—two each from each party—to suggest an outlet including power sharing.
The task force will submit a suggestion before the CA meets again Wednesday.
Meanwhile, Indian Communist leader Sitaram Yechuri suggested Sunday Prachanda should be prime minister and Girija Prasad Koirala president.

CPN-UML students deliver memorandum
at Indian embassy

Kathmandu, 8 June: Students affiliated with the CPN-UML Tuesday delivered a memorandum to the Indian embassy protesting what it called open interference by Indian Ambassador Rakesh Sood in Nepal’s internal affairs by public statements of Nepali politics.
The party which signed the 12-point New Delhi accord brokered by India between parliamentary parties and Maoists.
The students of the party which is no longer is government handed over the memorandum.
Students charged Sood was acting disregarding diplomatic norms.
Even as the students protested, the envoy discussed Nepalis’ current politics with Prime Minister Girija Prasad Koirala.
There was no tripartite agreement between Maoists, Congress and CPN-UML to end a political deadlock Tuesday ahead of Wednesday’s scheduled meeting of the CA which will again be postponed for the second time without holding substantive discussions.
There was no agreement on power sharing and integration of Nepal Army and Maoist PLA.
After the fall of the Shah dynasty engineered by the ruling parties, including Maoists and Congress, the Nepal Army which unified Nepal with King Prithvi Narayan Shah 238 years ago, is the only national institution that stands tall.
The Army said it opposed integration of the state army and the standing army of the former rebel force.
Maoists came to power in Nepal not by defeating the army.
The present rulers, helped by India, brought the Maoists to power.
After defeat in the 10 April CA election at the hands of Maoists, Congress and CPN-UML have stiffened their positions against CPN (Maoist).
The two parties now say Maoists should return seized assets even as they gave up the demand before going for elections and let continue aggressive activities unhindered even while the home minister was under government control.
Nepal is without a post-election government two months after elections.
Congress leaders said incumbent Prime Minister Girija Prasad Koirala won’t resign because an amendment in the constitution says a prime minister should submit his resignation to a president who has not been appointed.

Army launched in Nepal against China

Kathmandu, 11 June: US imperialists with the help of subservient rulers are financing 14,000 youth in Sankhuwasabha in Nepal to help the Free Tibet movement of Dalai Lama, Mahima reports.
On the direction of Dalai Lama, the youth have been mobilized in an organized in 13 village development committees as part of religious army.
They are being paid equivalent to soldiers in the Indian army to destabilize and negate the economic developments achieved by China.
Nepali territory is being daily for protests against China and Nepal government is just a silent spectator as the recruitment starts.
China has been alerted by these developments.
Protests have resumed daily in front of the Chinese embassy in the name of the Free Tibet movement by Buddhist monks during the transitional phase in Nepali politics.
A seminar was held recently in Lalitpur to push the Free Movement in the garb of the Jesus Feature movement.
A decision was taken to publish Free Tibet posters, vests, organize daily protests and organize people behind the army.
Analysts believe China could change its Nepal policy if action isn’t taken by the government.

UN boycotts army function

Kathmandu, 13 June: UN officials Thursday boycotted a function organized by Nepal Army to mark the 50th anniversary of Nepali army participation in UN peacekeeping operations, Parshram Kafle reports in Naya Patrika.
UN said the function was boycotted because a ‘ceremony was held at a place where human rights was violated’.
The function was organized at Kavre Panchkhal training center where five years ago the army was involved in the rape and murder of Maina Sunuwar five years ago.

Pressure group against PM Koirala, for Prachanda in India

Kathmandu, 13 June: The ruling coalition in India has begun internal homework to form a government in Nepal under Chairman Prachanda, Gopal Thapaliya reports from New Delhi in Kantipur.
The parties at a meeting Thursday said Prime Minister Girija Prasad Koirala’s continuance was against the ‘people’s mandate’.
:Prime Minister Koirala should pave the way for the formation of a government led by the chairman as the largest party,” the parties said.
A participant told Kantipur some participants were saddened Koirala hadn’t resigned.
The pressure group consists of Sitaram Yechuri of CPI (Marxist), Congress (General Secretary DP Tripathi and CPI national secretary Dr Raja.
Opposition BJP disagreed.
The group is going pressurize Prime Minister Manmohan Singh and government not to help Koirala; the group is meeting Singh Saturday.

Maoists hot and cold towards former king

Kathmandu, 13 June: Maoists have adopted a hot and cold attitude to ousted King Gyanendra was with the formal declaration of a republic.
“Former king’s observations were normal and balanced and we have taken it positively.
‘The dethroning of the king has been accomplished in an unique and peaceful way although there were a lot of sacrifices for it during the people’s war and in other movements since 1950,” Dr Baburam Bhattarai said.
The king conducted himself with aplomb and dignity when he defended his role and action at a news conference Thursday before leaving the royal palace for a summer resort provided by the government.
He didn’t express regret for imposing direct rule in February 2005 without and instead asked for understanding.
But the praise was accompanied by a threat to probe the King Birendra massacre for which, Gyanendra said, he and his family weren’t involved.
Bhattarai said the former kin’s assets should be investigated and he wouldn’t be prosecuted for his actions if didn’t indulge in counterrevolutionary activities.

Worst bombing after election

Kathmandu, 14 June: In the worst bombing incident in the tarai after the 10 April CA election, two persons, including an Indian, died and at least 15 passengers were injured when a bus station was bombed at Chandranighapur, Rautahat, Saturday.
Many of the injured are children; the bomb was concealed in a sack of paddy.
Tarai Army has taken responsibility for the attack one day ahead of a strike called by the rebel group in the region.
Group leader Mr John, on the police wanted list, took responsibility.
Rebel groups have said the assembly election hasn’t resolved regional problems as some demand independence and cessation.
The group was responsible for 2007s first serial bombing in the capital killing three persons.
Madesh Janaadhikar Forum (MJF) has emerged as the fourth largest party following elections; MJF, formed only months before the vote, is pushing regional interests saying it won’t join a government doesn’t implement a One Madesh One Pradesh.
Nepal s still without a post-election government more than two months after the vote and the CA hasn’t begun substantive discussions on the constitution.

Maoists working to oust PM Koirala

Kathmandu, 2 June: A top party leader said Monday CPN (Maoist) will now concentrate in ousting Prime Minister Girija Prasad Koiral amid what he called ‘ intervention of foreign reactionary forces’.
Mohan Baidya ‘Kiran’ told The Rising Nepal said,” They have been doing it in this transitional state, and this could be increased if it is not checked in time.
After a republic, Baidya said,” But there is another fort of feudalism at Baluwatar. The feudal elements we find there should as well be done away with.
‘We think there is need for another struggle to bring it down.”
Baidaya said the ‘people’s mandate’ is for a Maoist-led coalition government; but it’s formation is unlikely.
Maoist Chairman Prachanda has warned if a Maoist-led government isn’t installed by Wednesday a movement will be launched; the CA meets again Wednesday after a recess on the declaration of a republic.
“… we believe that without public pressure or mobilization or movement, it will be difficult to accomplish the introduction of a new constitution,” he added.
He ruled out sharing the responsibilities between a proposed presidency and a prime minister.
“A clear-cut rights and responsibilities of these positions should be made in such a way that one does not come in the way of the other,” Baidya said.

Nepal faces uncertainty: USA

Kathmandu, 2 June: US, Deputy Assistant Secretary of State for South and Central Asian Affairs Evan Feigenbaum said Friday Nepal is facing a ‘time of considerable uncertainty’ and added’ we're certainly hoping that no chaos takes place’.
Following the CA declaration of a republic, he said USA will be “watching the next steps very closely.”
Feigenbaum was talking to reporters in Washington following his Nepal visit last month to convey the results of a review of US Nepal policy after Maoists emerged as the largest party in the 10 April CA election.



He held discussions with leaders of four political parties :Congress, CPN-UML, CPN (Maoist) and MJF and Chief of the Army Staff, General Rukmangud Katuwal.
”… we're very deeply concerned about the level of violence in the country,” he said giving for the first time details of the review.

The senior US diplomat explained Nepal’s Maoists are not on the US Foreign Terrorist Organization, or FTO list but are included in the Terrorist Exclusion List and the Specially Designated List, which flows from an Executive Order.
He parried repeated questions on the significance of still maintaining Maoists on the two lists of the US government with legal ramifications without explanation.
“What I would just say is that our basic message to every party in Nepal is that the degree to which we can work with parties in Nepal will depend very directly on the degree to which they continue to embrace the political process and abandon violence,” he explained.
USA decided to maintain for the first time direct contact with Maoists after the election.
“The Maoists participated in the comprehensive peace agreement, which is a process that we encouraged. The Maoists participated in the April 10 Constituent Assembly election, which was also a process that we encouraged,” he said explaining the reason for the US decision to establish direct contact with Maoists.
Maoists joined the peace process more than two years ago though and Washington hadn’t established direct contacts until Ambassador Nancy J. Powell for the first time held discussions with Chairman Prachanda after the April vote.
The likelihood of Maoists heading a post-election government probably prompted the Washington decision to establish contact with the former rebels.
USA clearly isn’t comfortable with the existing situation in Nepal as it said the situation in the Himalayan state bordering Tibet was ‘exciting’ after a ousting the 238-year monarchy.




Feigenbaum said USA currently provides military assistance under an Expanded IMET programme.
“Beyond that, there's not a lot that we're doing. Expanded IMET is a category that the Hill has. It's a little bit different than the regular IMET. It focuses principally on human rights training and human rights related courses. And it focuses in particular on the upper ranks of the military, not the lower ranks.” he said.

Former king to vacate Narayanhiti

Kathmandu, 2 July: Former King Gyanendra has accepted the decision of the CA to declare a republic.
Home Minister Krishna Prasad Shitaula Monday held hour-long discussions with him at the Natayanhiti royal palace.
Shitaula quoting the former King said the CA decision has been ‘accepted normally’ by the then king.
The home minister told reporters after the meeting, “I don’t see any complications” for the last king of the Shah dynasty to vacate Narayanhiti.
Shitaula as a head of a government team went to the palace to discuss the government takeover of the palace within this month.
Shitaula told reporters government is arranging a home for the king as soon as he moves out of Nayarayanhiti; former Crown Prince Paras will stay in Nirmal Niwas.
Meanwhile, senior advocate Ram Kumar Ojha Monday challenged the decision of the CA to declare a republic last month.
He presented a writ petition the supreme court asking the apex court to overturn the decision as 26 members weren’t nominated by the government to the 601-member assembly which took the decision..
Ojha asked the court to issue a show cause notice to defendants including the Prime Minister Girija Prasad Koirala to overturn the illegal decision.

Baidaya said the ‘people’s mandate’ is for a Maoist-led coalition government; but it’s formation is unlikely.
Maoist Chairman Prachanda has warned if a Maoist-led government isn’t installed by Wednesday a movement will be launched; the CA meets again Wednesday after a recess on the declaration of a republic.
“… we believe that without public pressure or mobilization or movement, it will be difficult to accomplish the introduction of a new constitution,” he added.
He ruled out sharing the responsibilities between a proposed presidency and a prime minister.
“A clear-cut rights and responsibilities of these positions should be made in such a way that one does not come in the way of the other,” Baidya said.

Nepal faces uncertainty: USA

Kathmandu, 2 June: US, Deputy Assistant Secretary of State for South and Central Asian Affairs Evan Feigenbaum said Friday Nepal is facing a ‘time of considerable uncertainty’ and added’ we're certainly hoping that no chaos takes place’.
Following the CA declaration of a republic, he said USA will be “watching the next steps very closely.”
Feigenbaum was talking to reporters in Washington following his Nepal visit last month to convey the results of a review of US Nepal policy after Maoists emerged as the largest party in the 10 April CA election.



He held discussions with leaders of four political parties :Congress, CPN-UML, CPN (Maoist) and MJF and Chief of the Army Staff, General Rukmangud Katuwal.
”… we're very deeply concerned about the level of violence in the country,” he said giving for the first time details of the review.

The senior US diplomat explained Nepal’s Maoists are not on the US Foreign Terrorist Organization, or FTO list but are included in the Terrorist Exclusion List and the Specially Designated List, which flows from an Executive Order.
He parried repeated questions on the significance of still maintaining Maoists on the two lists of the US government with legal ramifications without explanation.
“What I would just say is that our basic message to every party in Nepal is that the degree to which we can work with parties in Nepal will depend very directly on the degree to which they continue to embrace the political process and abandon violence,” he explained.
USA decided to maintain for the first time direct contact with Maoists after the election.
“The Maoists participated in the comprehensive peace agreement, which is a process that we encouraged. The Maoists participated in the April 10 Constituent Assembly election, which was also a process that we encouraged,” he said explaining the reason for the US decision to establish direct contact with Maoists.
Maoists joined the peace process more than two years ago though and Washington hadn’t established direct contacts until Ambassador Nancy J. Powell for the first time held discussions with Chairman Prachanda after the April vote.
The likelihood of Maoists heading a post-election government probably prompted the Washington decision to establish contact with the former rebels.
USA clearly isn’t comfortable with the existing situation in Nepal as it said the situation in the Himalayan state bordering Tibet was ‘exciting’ after a ousting the 238-year monarchy.




Feigenbaum said USA currently provides military assistance under an Expanded IMET programme.
“Beyond that, there's not a lot that we're doing. Expanded IMET is a category that the Hill has. It's a little bit different than the regular IMET. It focuses principally on human rights training and human rights related courses. And it focuses in particular on the upper ranks of the military, not the lower ranks.” he said.

Former king to vacate Narayanhiti

Kathmandu, 2 July: Former King Gyanendra has accepted the decision of the CA to declare a republic.
Home Minister Krishna Prasad Shitaula Monday held hour-long discussions with him at the Natayanhiti royal palace.
Shitaula quoting the former King said the CA decision has been ‘accepted normally’ by the then king.
The home minister told reporters after the meeting, “I don’t see any complications” for the last king of the Shah dynasty to vacate Narayanhiti.
Shitaula as a head of a government team went to the palace to discuss the government takeover of the palace within this month.
Shitaula told reporters government is arranging a home for the king as soon as he moves out of Nayarayanhiti; former Crown Prince Paras will stay in Nirmal Niwas.
Meanwhile, senior advocate Ram Kumar Ojha Monday challenged the decision of the CA to declare a republic last month.
He presented a writ petition the supreme court asking the apex court to overturn the decision as 26 members weren’t nominated by the government to the 601-member assembly which took the decision..
Ojha asked the court to issue a show cause notice to defendants including the Prime Minister Girija Prasad Koirala to overturn the illegal decision.
